GEI is a cross-border, cross-field and interdisciplinary giant system engineering, which imposes urgent demands on interconnectivity, mutual trust and interoperability of electric power systems and far beyond. Since 2016, in order to meet the future demand of GEI and lead the development of relevant industries, the Global Energy Interconnection Development and Cooperation Organization (GEIDCO) has conducted research on GEI standard system. Based on the latest international research achievements, GEIDCO has formulated the GEI Standard System Research (2018) as a top-level design framework and technical guideline for GEI standard after soliciting opinions from experts of the industry.

This report sifts through a range of GEI standard researches conducted by International

Standardization Organizations, cross-border institutions and the world’s major countries. In accordance with the principle of systemization, inheritance and openness, it conceives the overall framework architecture of the standard system of GEI encompassing a number of standards in 47 standard series from13 technical fields in 4 specialized directions. For each technical field, the report uniformly categorizes standards into 3 groups, i.e., to be inherited, to be revised and to be formulated; produces a roadmap; and proposes key areas to take actions and standards with a priority as per importance and urgency of the standards.

The first Layer is specialty including UHV and new-type power transmission, smart grid, clean energy and power grid interconnection.

The second Layer is technology field. Taking into account all links of energy production and consumption, the existing practice and application, and the development of key technologies of GEI, it covers 13 technical fields required by the GEI research and construction.

The third Layer is standard series. Considering the development status and future trends of technology and requirements of GEI construction, 47 standard series are proposed in this layer.

The fourth Layer is specific standards. Including technical standards released and under-formulated by famous standard organizations and research institutions as well as technical standards to be formulated and revised according to development requirement of GEI. Specific standards inherited will be continuously updated and revised.

Power Grid Dispatching and Market Transactions

GEI has built a global clean energy resource optimization platform covering crossborder and transcontinental scope with multiple types of clean energy mix, which is good for promoting the green and sustainable development of economy and society. With the expansion of power grid interconnection and the increasing proportion of various clean energies in the future, the width and depth in power grid dispatching and transaction application condition and monitoring analysis will be changed, it is required to set up the standards considering power grid dispatching and market transactions from a long-term perspective.

The power grids in various countries become parts of the oversize interconnected grid after the GEI, with an equal and cooperative relation among dispatching departments. For power grid operation arrangement, power generation and repairing schedule preparation, real-time monitoring, accident analysis and handling as well as transaction plan execution, external network information support and mutual cooperation are needed. It’s necessary to set up the technical standards in the view of coordinated dispatching and operation of global power grids.

As for the electricity transaction, larger-scope resource optimization will become the global inherent demand with the change of international energy supply and demand pattern. At present, Europe has formed the Pan-European market combining 7 regions while the U.S. has 10 regional markets, and Russia, Australia, Argentina, etc. already establish the national electricity market.
